  1. Every line item is traced to its contract, invoice or prior-year actual. Items with no supporting document are listed as exactly that, rather than carried forward because they were there last year.
  2. A variance narrative is written against the prior year, and the reserve and sinking fund treatment is reconciled to the audited statements.
  3. The items most likely to draw a query are flagged with the question they will attract and the document that answers it.
